Northeast India permits explained, ILP and PAP, state by state
Quick answer: Two acronyms run the Northeast’s doors: ILP (Inner Line Permit, for Indian citizens) and PAP (Protected Area Permit, for foreign nationals). Indian travellers need an ILP for Arunachal Pradesh, Nagaland and Mizoram (Manipur’s status has shifted, check current rules). Foreign nationals need a PAP for Arunachal, Nagaland, Mizoram and Manipur, and restricted-area rules apply in much of Sikkim. Assam, Meghalaya and Tripura need no permit for anyone.
What an ILP actually is
A colonial-era regulation that survived: certain states sit “inside an inner line,” and Indian citizens from outside must carry a permit to enter, checked at state-border checkposts (like Bhalukpong for Arunachal) and at airports/rail entries. It is paperwork, not an obstacle: issued online by each state’s portal with photo ID, a small fee, and usually quick approval.

Foreign nationals (PAP)
- Arunachal Pradesh, Nagaland, Mizoram, Manipur: PAP required, applied for through the FRRO/state tourism channels; usually granted for the specified routes/durations. Group and solo rules differ by state.
- Sikkim: much of the state beyond main corridors is restricted-area territory (Nathula, North Sikkim), done through registered operators.
- Assam, Meghalaya, Tripura: no PAP, regular India visa is enough.

How it works with our trips

Foreign travellers: tell us nationality early so PAP lead-time doesn’t eat your dates.
Practical rules that actually matter
- Carry originals, checkposts want paper, not screenshots.
- Permits name your dates and entry points; crossing “just to see” earns U-turns.
- Apply at least a week ahead in festival season, portals slow down when everyone does it at once.
