Bum La and Madhuri Lake, permits, local vehicles and what foreigners can do
Quick answer: Bum La Pass, the 15,000+ ft pass on the India–China border above Tawang, needs a special permit issued locally in Tawang plus a local registered vehicle and driver; it cannot be done in your own or a plain tourist cab. Madhuri Lake (Sangestar Tso) sits on the same road (~30km out) and generally shares the trip and the permit formalities. Foreign tourists need a PAP for Arunachal and border-area rules for Bum La have fluctuated, verify current status before promising yourself the pass.
The permit, plainly
- Indian nationals: apply at the Tawang administration (DC office), typically a day ahead through your hotel or operator, with photo ID. Permits are issued for specific days; weather closes the road regardless of paper.
- The vehicle rule: only local registered vehicles with authorized drivers go up, army checkposts turn everything else around. Your Guwahati cab cannot do Bum La, full stop.
- Foreign nationals: the PAP covers Arunachal generally, but Bum La’s status for foreigners has opened and closed over the years, check with the Tawang DC office or your operator before planning around it. Madhuri Lake and Pangateng Tso have usually been the fallback that still delivers.
What the day looks like
A half-to-full-day trip from town: Pangateng Tso (the close, easy lake) → Madhuri Lake’s pine-stump shores → the climb to Bum La’s memorials and the border meeting point when permitted. Do it early, the road is a high, exposed shelf; afternoon weather turns. Snow blocks it much of deep winter.
Costs
The local vehicle + permit day-trip is priced per vehicle by Tawang operators, modest but real, and it’s why DIY budgets surprise people (see our Tawang cost guide). Our Tawang package folds the lake day in; Bum La is arranged on request when permits and weather line up.
Is it worth it?
Madhuri Lake: yes, unconditionally, glacial water, drowned pine stumps, a waterfall on the way (the Nuranang is actually on the main road side). Bum La: yes if the sky is clear and the permit comes through, the border memorials are a sobering, memorable place; in fog you’ll see a parking lot at 15,000ft. Budget one Tawang day for the lakes either way.
Practical notes
Carry your original ID everywhere on this road, army posts check. Serious woollens even in June at Bum La’s altitude. Sunscreen at that height is not optional.
