Northeast India for foreign tourists, PAP permits, best circuits and honest tips

Quick answer: Foreigners travel the Northeast comfortably, the same India e-Visa gets you to Guwahati, and Assam, Meghalaya and Tripura need no extra permits. The frontier states (Arunachal, Nagaland, Mizoram, Manipur) require a Protected Area Permit (PAP), applied in advance, usually 4+ weeks lead time for Arunachal. English is the official language of Nagaland, festivals welcome foreigners, and cash + patience are the two currencies that always work.

Permits, the short version

No permit: Assam (Kaziranga, Majuli), Meghalaya (Sohra, Nongriat, Dawki), Tripura.
PAP required: Arunachal Pradesh, Nagaland, Mizoram, Manipur. Applied through state portals/FRRO channels; some routes group-apply. Rules and durations differ per state, see our permit explainer.

Best first circuits for foreign visitors

Meghalaya + Assam loop (no permits): Guwahati → Sohra/Nongriat → Dawki → Kaziranga → Majuli. Easy, permit-free, spectacular.
Hornbill Festival week (Nagaland): December 1–10 at Kisama, the region’s flagship cultural event, extremely foreigner-friendly. Packages include permits + campsite.

Honest practical notes

Cash: ATMs thin beyond towns; cards rarely accepted at homestays. Carry rupee notes.
Connectivity: buy a local SIM on arrival (passport + visa needed); towns fine, valleys silent. Network reality, destination by destination.
Safety: the region is welcoming; solo female travel is common. The hills’ real hazard is roads, go with local drivers.
Food: pork, rice, fermented everything, fierce chillies; vegetarian options exist everywhere, say so early.
Respect: many communities are Christian (Nagaland, Mizoram, Meghalaya’s Khasi); village etiquette and photo-asking apply everywhere.
