Nagaland Inner Line Permit, the simple version
The Inner Line Permit (ILP) is the paperwork that guards Nagaland’s border. It is simpler than it sounds, and it is the one thing you cannot skip outside festival week.
Quick answer (updated Sep 2026): Indian nationals need an ILP to enter Nagaland. It costs ₹200, is valid for 30 days, and is applied for online at ilp.nagaland.gov.in. During the Hornbill Festival (December 1–10) the requirement is waived for festival visitors, the government relaxes the rule for the festival, the same relaxation it issued for the 2025 edition. Foreign nationals pay ₹500 for a 30-day permit through the same portal.
What it is
An ILP is a travel document Indian nationals from outside the state need to enter Nagaland, Mizoram, Arunachal Pradesh and Manipur. It exists to protect indigenous communities and their land, it dates back to the colonial-era Bengal Eastern Frontier Regulation, and the Northeast still runs on it.

- Indian nationals: ILP required, ₹200, valid 30 days, apply online.
- Foreign nationals: ILP/PAP ₹500, valid 30 days, same portal.
- Everyone during Hornbill week (Dec 1–10): requirement waived, carry a government photo ID.
What you need to apply
The official checklist is short: a recent passport-size photo and one of Aadhaar, PAN card, voter ID, bank passbook or ration card. Travellers from Karbi Anglong, Dima Hasao, Karimganj and Hailakandi are asked for NRC documentation. Keep these ready and the form takes minutes. Approvals are usually quick, but apply days ahead, not the night before your flight.

Apply on the official portal, ilp.nagaland.gov.in. Fees and validity are listed there, and the portal is the single source of truth: permit rules are government decisions and they change, so check the current notice before you travel rather than trusting any blog, including ours.
The Hornbill Festival waiver
Every December the government relaxes the ILP requirement for Hornbill visitors. In 2025 the official portal carried that relaxation notice for the festival dates, and the same arrangement applies to the festival. Outside December 1–10, the normal rule returns: apply online, carry the permit.
What it costs in practice
The permit fee itself is small, ₹200 for Indians. The real cost of getting it wrong is at the border checkpoint between Assam and Nagaland, where travel without a permit stops until it is fixed.
