Arunachal Pradesh requires an Inner Line Permit from Indian tourists and a Protected Area Permit from foreign tourists, per Arunachal Tourism. Indians apply on the official eILP portal; foreigners apply through the PAP channels with longer lead times.
Border zones beyond the main circuits (Bum La above Tawang, for example) need additional locally-issued permissions, arranged through registered operators. Keep printed copies: checkposts at Bhalukpong and along the Tawang road want paper.
